Prom Dress Alterations?

It's a size 6 and I was wondering if there are any kinds of alterations to have done that make the ball gown part of it less "poofy." It looks like it could knock people over....
Dress info from the seller:
"The dazzling Black & Blue SPARKLE gown has thin beaded straps to support a sweetheart neckline. The blue satin bodice is accented with 2 bands of satin, gathered black tulle and sprinkled with iridescent sequins, bugle beads and round beads. The full ball gown skirt features FOUR LAYERS OF BLACK TULLE over a blue satin lining and the top layer of tulle is accented with sequins and beading to compliment the bodice. There is zipper back, fully lined with a built in crinoline and I used a 2 hoop crinoline in the pictures to show you how full and fabulous the gown looks."
I have no clue what a 2 hoop crinoline is either
a crinoline is a seperate slip, like a hoop skirt, that is worn under the dress to hold out the shape of the dress and display the fullness to its "fullest" potential. the dress itself is not automaticly that full, so just wear it without a crinoline. ...but i gotta say, i like it full.
